Clare Lockhart is Director of the Institute for State Effectiveness (ISE), which works to close the trust gap between citizens and government through supporting the emergence of essential governance functions. Lockhart is the Co-Author of âFixing Failed Statesâ and numerous articles on development, economics, law and citizenship, and engages frequently with the media on development and security issues. Lockhart is a Senior Fellow at the Jackson Institute of Global Affairs at Yale University where she teaches seminars on governance, citizenship and reconstruction. She is a trustee of the Asia Foundation, and a board member of SOLA and the Alliance for Peace-building. Before founding ISE, she worked for the UN and the World Bank. She is a Member of the Bar of England and Wales, and was educated at Oxford and Harvard.
